American senators are working through the weekend for the initial time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to recede as GOP senators proposed a proposal toxic to Democrats: eliminating the ACA, known as Obamacare.
Deepening Consequences of Federal Closure
The impact on US citizens from the longest shutdown of the US government in history deepened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.
President's Proposal from Florida Resort
As weekend session got under way, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Endorsement
Multiple Republican senators welcomed the plan, which is comparable with a replacement for Obamacare put forward in 2017.
"We will replace this failing program with something that is actually better for the patient," one senator stated.
Another senator commended Trump's proposal on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Opposition Response
Democratic senators shared alarmed reactions to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by the public and Congress."
Another lawmaker responded to the censure of insurance companies by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? In that case I applaud your support for Medicare for All."
Continuing Negotiations
The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an openness to an emerging plan from a handful of moderate Democrats to end the shutdown in return for a later vote on the ACA payments.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and extend the payments for a year.
Another senior Democratic lawmaker continued in arguing that Republicans should agree to a one-year extension of the subsidies before negotiating the long-term of the subsidies.
"Doing nothing is irresponsible because people will go bankrupt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."
Partisan Dynamics
None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the support of several Democrats to reopen the government, and the concept of eliminating and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.
Several analysts indicated that the essence of such a proposal would remove the ACA's mandate that carriers cover patients with pre-existing conditions.
After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough backing in 2017.
