English Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a latest survey of local authorities, English councils are planning to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England stated that six out of ten of local authorities are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling public land and open spaces to shore up their finances, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a high proportion of councils attempting to raise money from a quick sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and using financial reserves to weather growing financial challenges.”

Specific Examples of Proposed Disposals

One local authority in southeast England announced its asset disposal plan featured the disposal of a shopping centre in Rainham and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the strategy.

Local Levy Rises and Broader Financial Pressures

The survey of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of councils will have to raise local levies next spring to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Forecasts

Research of regional authorities recently also found council budgets being strained by the growing number of young people and adults requiring special educational assistance.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Ministers have put off scheduled changes to the Send system until next year after a policy document setting out those reforms was recently delayed.

Disadvantage and Financial Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, many key cities members were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 IMD measures,” said the report.

“While only a single urban area is among the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of England. The data highlights the scale of challenges confronting local leaders across key cities in the coming year,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of deprivation and need,” stated a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the survey revealed.
